Jeonju by Bicycle What a nice surprise it was to discover that the streets of Jeonju had bicycle paths! For an avid traveller and bicycle enthusiast, this made the prospect of settling into this new city all the more inviting. I moved to Jeonju with my then girlfriend in early Spring, 2000. Being young, adventurous and always on the go, one of the first things we did was to buy ourselves a bicycle to navigate our way through this new city. Moreover, bicycles are the perfect mode of transportation for itinerant travellers, wary of the bureaucratic rigmarole of buying cars and obtaining drivers' licences and careful not to leave too much of a footprint on their host's environment. So, sitting atop our brand new Korean bicycles, with helmets on our heads and the wind in our sails, we were ready for the Jeonju chapter of our world travels. 전주 시내에 자전거 도로가 있다는 것을 발견했을 때 나는 상큼한 충격에 사로잡혔다. 돌아다니기 좋아하고 자전거에 빠져있었던 터라, 이점은 새 도시에 눌러앉을 전망을 더욱 더 매혹적으로 만들었다. 2000년 초봄, 당시 아직 여자 친구였던 아내와 함께 나는 전주로 이주했다.  젊고 모험심에 가득 찬데다 늘 움직여야 직성이 풀리던 우리가 맨 처음 한 일 가운데 하나는 새 도시를 누비고 다니기 위하여 자전거를 산 것이었다. 더욱이 자전거는, 차량을 구매하고 운전면허를 획득하기 위하여 견뎌야 하는 관료들의 횡설수설이 마뜩찮고 초청자의 환경에 지나치게 많은 자국을 남기는 것도 조심스러운, 순례여행자에게 완벽한 교통 수단이다. 그래서 머리에는 헬멧을 쓰고 돛에 바람을 가득 안고, 신품 한국산 자전거에 높이 앉아, 우리는 세계 여행의 전주편을 쓸 준비를 마쳤다. Now, before I continue, let me preface my riding experience in Jeonju by telling you about a Jeonju City Hall advertisement I saw a while back somewhere on the city's many signboards and banners. In praise of its bicycle paths, it compared Jeonju with Amsterdam conjuring up images of ultra-modernity, functionality, environmental and people friendliness, accolades the city rightly deserves. Has the vision of Jeonju City Hall to replicate this mecca of civil planning in the heart of the Honam area been a success? Having had the opportunity of riding on Amsterdam's famed bicycle paths, you could argue that I had high expectations. 얘기를 계속하기 전에, 도시의 그 많은 게시판과 현수막 어디에서 예전에 보았던 전주 시청의 광고에 대한 말씀으로 전주에서의 자전거 탑승 경험의 서론을 삼기로 하자. 자전거 도로에 대한 찬사 가운데 광고는 도시가 받아 마땅한 의례적인 칭찬들, 즉 초현대적임, 기능성, 환경친화, 우호적 시민 등의 이미지를  일깨우면서 전주를 암스테르담과 비교하고 있었다. 호남의 심장부에 도시 계획의 메카를 복제하겠다는 전주 시청의 비전은 성공적이었는가? 암스테르담의 유명한 자전거 도로를 주행한 경험이 있다면, 당신은 내 기대치가 높았던 것이 당연하다고 주장할 것이다. So, back to our bicycle ride in Jeonju. The first thing I notice is that we are considered a part of pedestrian traffic and not vehicular traffic. This means sharing or competing for the same public space as pedestrians from mothers carrying their babies on their backs to the elderly. I'd hate to think what the impact of a bicycle travelling at speed on an elderly person would be. In Amsterdam, bicycle paths are separate to footpaths and roads for cars. They are also consistent in width and subject to their own traffic light system and rules. The width of bicycle paths in Jeonju vary dependent on the shape of shopfronts and their questionable claim upon the public space in front of their shops. There are countless obstacles from rubbish to building materials and agricultural products laid out to dry. Also, I'm no engineer but as the red bicycle paths crack, warp and crumble, it seems that they haven't been built to last. Then there are the cars parked on the bicycle path. Apart from the obvious safety issues, they are an offensive intrusion of public space and yet another obstacle to combat whilst riding, making riding in Jeonju an ultimately frustrating experience. Since the day I saw a harabeoji forced to dismount, wheel his bicycle off the curb onto the road to get around a parked car and then spit on its windscreen in disgust, I have always wanted to follow suit. 그럼, 전주에서 자전거타기로 돌아가보자. 내가 알아챈 첫번째는 우리가 차량교통이 아니라 도보교통의 일부로 간주된다는 것이다. 이것은 아기를 업고 가는 엄마로부터 노인들에 이르는 보행자들과 공공 영역을  나누어 쓰거나 아니면 경쟁을 해야 한다는 의미이다. 질주하는 자전거가 노인에게 어떤 충격을 줄지 생각하기조차 싫다. 암스테르담에서는 자전거 도로가 인도 및 차도와 따로 떨어져 있다. 또한 자전거 도로의 폭이 일정하고, 자체의 교통신호와 규칙이 적용된다. 전주의 자전거 도로의 폭은 가게 정면의 모양새와 가게 앞 공공 영역의 수상쩍은 점유 형편에 따라 들쭉날쭉이다. 쓰레기로부터 건축 자재, 말리려고 내놓은 농산물에 이르기까지 헤아릴 수 없이 많은 장애물이 있다. 또, 내가 토목기사는 아니지만, 빨간 자전거 도로에 금이 가고, 뒤틀리고, 바스러지는 것으로 보아, 내구성 있게 구축된 것처럼 보이지 않는다. 그 밖에 자전거 도로에 주차한 차들도 있다. 명백한 안전상의 이유를 별도로 하더라도 이는 공공 영역에 대한 무례한 침입이며, 자전거를 타면서 싸워야 할 또 다른 장애물이고, 전주에서 자전거 타기를 궁극적으로 좌절의 경험으로 만들어 버린다. 어떤 할아버지가 어쩔 수 없이 자전거를 세우고 주차된 차를 돌아가기 위해 차도로 자전거를 끌고 내려가면서 정나미가 떨어진다는 듯 자동차 앞 유리창에 침을 뱉는 것을 본 이래 줄곧 나도 한 번 따라서 하고 싶었다. There is a saying amongst foreigners in Jeonju about the difference between the bread and pastries in Korean bakeries with those found in bakeries back home: "It's not what it looks like". Jeonju's bicycle paths may seem resplendent as they adorn the streets like a welcoming red carpet, but after one day's ride you'll find the reality a lot less pleasurable. Jeonju's bicycle paths lack the three most important things that a bicycle path should provide: safety, functionality and fun. In their absence, people are dissuaded from riding their bicycles and the problems associated with cars skyrocket. But being the eternal optimist, I hope Jeonju's bicycle paths can be salvaged via police enforcement of the laws governing public space and by their proper construction and maintenance. In the meantime, I'll continue to pay my car taxes as I wait for a safe bicycle path and footpath to take me to Jeonju University. 전주에 사는 외국인들은 한국 빵집과 고향에 있는 빵집의 빵과 과자가 서로 다른 것을 두고 이런 말을 한다. "보이는 것과는 달라." 전주의 자전거 도로는 손님맞이 붉은 카펫처럼 도로를 장식하고 있으므로 화려하게 보일지 모른다. 그러나 하루만 자전거를 타보면 당신은 현실이 대단히 만족스럽지 못함을 알게 될 것이다.  전주의 자전거 도로에는 자전거 도로가 제공해야 하는 세가지 가장 중요한 것들, 안전, 실용성, 그리고 재미가 빠져 있다. 이런 것들이 없으면 사람들은 자전거 타기를 단념하게 되고 자동차와 연관된 문제들이 급증하는 것이다. 그러나 변함없는 낙관주의자인 나는 전주의 자전거 도로가 공공 영역을 규정한 법규대로 경찰력을 투입하고 건설과 유지보수를 적절히 시행함으로써 구원받을 수 있기를 소망한다. 그 동안 나는 전주대학교까지 나를 데려다 줄 안전한 자전거 도로와 인도를 기다리면서 자동차세를 꼬박꼬박 물게 될 것이다. 약력 Myoung Jae Yi has been living in Jeonju with his wife for seven years.
